Foundations of Democracy: What is Democracy?

Learning Objectives:

1.  Define democracy and distinguish its major forms.

2.  Explain popular sovereignty and why it matters.

3.  Compare direct and representative democracy.

Overview.

Democracy is a system of government in which power is vested in the people. The word derives from the Greek words demos (people) and kratos (power or rule). In a democracy, the government's authority comes from the consent of the governed — a principle called popular sovereignty.

Core Principles of Democracy.

•     Popular Sovereignty — The government's authority comes from the consent of the governed. Citizens are the ultimate source of political power.

•     Majority Rule with Minority Rights — Decisions reflect the will of the majority, but minority rights remain protected by law.

•     Rule of Law — Everyone — including government officials — is subject to the law. No one is above it.

•     Separation of Powers — Government power is divided among branches to prevent any one branch from becoming too powerful.

•     Free and Fair Elections — Citizens choose representatives through regular, transparent elections.

Direct vs. Representative Democracy.

In ancient Athens, citizens voted directly on laws — a direct democracy. This works for small communities but becomes impractical for large nations with millions of citizens. The United States practices representative democracy (also called a republic): citizens elect representatives to make decisions on their behalf, deliberating and legislating for the public interest.
